Road Safety Specialist, Cities Program
This is a hybrid position which requires 8 days per month in the office. You can be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.
Program Overview
WRI Indonesia is an independent research organization that works with governments, businesses, multilateral institutions and civil society groups to develop practical solutions that improve people’s lives and ensure nature can thrive in Indonesia. We organize our work around five crucial issues: Forest and Land Use, Climate, Energy, Cities and Transportation, and the Ocean. WRI Indonesia’s transport portfolio focuses on reducing cities’ GHG emissions through shifting to low-carbon mobility, vehicle electrification and, in parallel with the energy and climate programs, greening the electricity grid to reach optimum emission reduction. Our mission is to help cities and provinces implement low-carbon development and equitable transport systems, particularly in the transportation and energy sectors, to achieve economic, social, and environmental goals.
WRI Indonesia, under the Bloomberg Initiative for Global Road Safety (BIGRS), supports national and city-level stakeholders in advancing key road safety initiatives, with a focus on Safer Streets and Safer Mobility. Through its Sustainable Cities program, WRI will support the national government of Vietnam, as well as Ho Chi Minh City (HCMC), Chattogram, and Dhaka North, to enhance safety through better road engineering and improved public transit, non-motorized transport, and overall mobility.
Job Highlight
The Road Safety Specialist will support the implementation of road safety projects under the Bloomberg Initiative for Global Road Safety (BIGRS) at national and cities levels focus on reducing traffic fatalities and serious injuries through interventions centered on safer streets and/or mobility . This roles combines research, technical advisory, and program support function, including the development of high-quality analytical output tailored to inform key stakeholders. Key responsibilities include produce high-quality research products that are designed to provide information needed by targeted audiences and support program management and development, provide technical support to the national government of Vietnam, as well as to BIGRS partner cities, including Ho Chi Minh City and two cities in Bangladesh—Chattogram and Dhaka North.
Reporting directly to Urban Resilience and Knowledge Management Manager as the lead for the Bloomberg Initiative for Global Road Safety (BIGRS) at WRI Indonesia. This position will be based in Jakarta with office-flex working arrangement and travel requirement as needed. What You Will Do
Research and Analysis (60%)
Develop rigorous and objective research products, strengthen institutional knowledge, and lead the preparation of policy briefs and other knowledge outputs on road safety.
Provide substantive review and technical input to related research to ensure quality, relevance, and impact.
Support fieldwork planning and implementation as required, including road safety inspections and audits
Conduct transport data collection, with special emphasis on traffic safety, verification, visualization, and analysis, both qualitative and quantitative
Conduct road safety policy analysis and develop evidence-based policy recommendation
Contribute to development of implementation results report, road safety inspection/audit reports, and conceptual designs of safety improvement in corridors and/or intersections
Develop the capacity of WRI institutional knowledge on road safety
Project Management (20%)
Support in organizing internal and external meetings, workshops, conferences, and other implementation activities.
Contribute to the development of materials, talking points, TOR for activities relevant to road safety
Contribute in reports writing for donors and government.
Stakeholder Engagement (20%)
Cultivate new potential relationships with policymakers and key stakeholders in national and sub-national level to expand project’s engagement
Closely coordinate with stakeholders, maintain their expectation, and provide technical assistant as necessary in a timely and satisfactory manner
Develop and deliver presentations at public speaking events, international for a, one-on-one meetings and within internal WRI.
Organize necessary meetings, workshops, conferences with key partners, such as governments, donor institutions, civil society, partners, and other relevant stakeholders.
Support development of internal and external communications and media such as presentations, blogs, articles, brochures, infographics, etc.
What You Will Need
Bachelor’s Degree in transportation, civil engineering, urban planning, or any other related field.
Minimum 5 (five) years of full-time work experience in the urban planning and transportation field, has knowledge and experience in sustainable transport, road safety, power sector, and/or e-mobility topics is a plus.
Proven extensive experience in statistical analysis and transport modelling. Ability to support discrete elements of research projects with limited manager guidance, e.g. systematically reviewing, analyzing and synthesizing existing literature; collecting, cleaning, organizing, and visualizing data.
Proficiency in documenting the data collection, cleaning and analysis process to make it transparent, reproducible, and accessible to team members and reviewers.
Experience in scientific writing with history in publishing international peer-reviewed journal
Ability to communicate research approach and findings effectively to technical audiences with limited support from manager, using compelling presentation skills
Highly organized and systematic with strong time management skills and the ability to juggle competing priorities and deadlines required.
Professional fluency in Bahasa Indonesia and English on both verbal and written communications
Ability to work effectively in a fast-paced office environment and cross-sectoral themes.
Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work ethic.
Problem solver who is willing to develop and share ideas internally and externally
Legally able to work in Indonesia.
Able to travel to other provinces/cities in Indonesia and abroad
Preferred Qualifications:
Experience working in the area of civil engineering/transport planning
International experience or prior work in a global organization preferred
Having minimum intermediate skill of CAD
Performance Standard
Work plan and knowledge products are expected to be carried out in timely, satisfactory fashion with minimum supervision.
Knowledge products produced show rigorous analytical content.
Effective teamwork and communication.
Contract Arrangement
Full-time with fixed-term employment agreement from 1 July 2026 to 31 December 2026.
