This is a hybrid position which requires 8 days per month in the office. You can be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.
Program Overview
Within our Participatory facilitation for customary low community program, Customary land rights refer to the collective rights of Customary communities over land and natural resources within their territories. These rights grant them the authority to manage and utilize these resources in accordance with their customary systems. Under the implementation of Law No. 5 of 1960 on Agrarian Principles (UUPA), customary lands have often been a source of social conflict due to the uncertainty surrounding their official recognition by the government. Following the 1998 reform, there have been frequent claims over land in response to past injustices perceived by Customary communities. The resolution of customary land conflicts through judicial processes has been deemed insufficient to address the issues comprehensively. Therefore, the official recognition of customary land by the state is essential to improving the relationship between the government and Customary communities.
The participatory facilitation program for customary Law Communities (MHA) in customary land registration is designed to address land conflicts that frequently arise due to the incomplete recognition of customary land by the state. Since 2024, through Ministry Regulation No. 14 of 2024 from ATR/BPN, the government has begun recognizing and registering customary land in Non-Forest Areas (APL). However, Customary communities' understanding of the customary land registration process remains limited, often leading to negative perceptions.
To address this, the program will implement participatory customary land registration based on the principles of Free, Prior, Informed, Consent (FPIC), ensuring that the process is fair and well-received by Indigenous communities. It is expected that the registration process in the seven target provinces will be inclusive and supported by Indigenous communities, based on the local social context and community structures.
Job Highlight
The Data Analysis Assistant will support the participatory facilitation for customary law community program that aims to improve outcomes:
1. Enhancing the knowledge and capacity of facilitators and Indigenous Law Communities regarding the customary land registration process
2. Facilitating customary communities in seven provinces through the participatory customary land registration process to obtain the Customary Land Rights List (CLRL) in 15 customary communities
3. Developing experiences and learning about the implementation of participatory customary land registration facilitation.
This program will be implemented in seven targeted areas:
1. Bogor, West Java
2. Ngada, East Nusa Tenggara
3. Lombok Tengah, West Nusa Tenggara
4. Kampar, Riau
5. Pelalawan, Riau
6. Luwu, South Sulawesi
7. South Buton, Southeast Sulawesi
The role will be focusing on conducting research, documentation, and analysis of community-led land registration processes, including conducting interviews, developing learning materials, and producing report on lesson learned based on field activities experience. Additionally, this position will support the project coordination and stakeholder engagement with ATR/BPN to ensure program alignment and effective reporting.

What You Will Do
Research analysis (70%)
Conducting interviews and meetings with MHA facilitators for the Participatory Customary Land Registration process.
Documenting the learning processes of Participatory Customary Land Registration across seven provinces.
Preparing socialization and outreach materials on customary land registration for community facilitators.
Developing one learning book based on the Participatory Customary Land Registration experiences from the seven provinces.
Supporting MHA Participative land mapping and documentation of land rights with GIS tools and spatial analysis
Project & Stakeholder Engagement in National (30%)
Engaging in the development of collaboration with the Ministry of ATR/BPN for the Participatory Facilitation for Customary Law Communities Program.
Supporting program needs for project lead in the Jakarta
Supporting program needs for community facilitators in the field
Preparing activity data and documentation required for program reporting.
What You Will Need
Bachelor’s degree in Geography, Land Administration, Data Science, Statistics, Anthropology, Development Studies, or a closely related field.
Experience in data collection, data management, and quantitative and qualitative data analysis, particularly in community‑based or customary land tenure contexts.
Strong analytical skills, including proficiency in organizing, cleaning, validating, and interpreting multi‑source datasets (e.g., spatial data, survey data, administrative data).
Familiarity with GIS tools and spatial analysis (e.g., QGIS, ArcGIS) for supporting land mapping or tenure documentation.
Ability to work effectively with Indigenous communities, including conducting field data collection, verifying information with community leaders, and ensuring culturally appropriate engagement.
Strong communication skills, with the ability to present analytical findings clearly to both technical and non‑technical audiences.
Ability to maintain data confidentiality and adhere to ethical standards, especially regarding sensitive customary land information.
Strong organizational and time‑management skills, with proven capacity to handle multiple tasks and meet deadlines with minimal supervision.
Strong writing skills for producing technical documentation, research briefs, Reports and analytical summaries.
Ability and willingness to travel as assigned
Legally able to work in Indonesia
Preferred qualifications:
Prior experience working on customary land registration, land tenure studies, or Indigenous community development projects in Indonesia or similar contexts.
Advanced expertise in GIS‑based land documentation, including digitization of customary boundaries and integration of participatory mapping outputs.
Knowledge of Indonesian land laws and regulations, particularly those related to tanah ulayat, tenure reform, and community‑based land governance.
Experience managing large datasets, conducting data quality assurance, and producing analytical reports for programmatic decision‑making.
Familiarity with social, cultural, and political dynamics of Indigenous communities, especially in regions where tanah ulayat processes are prevalent.
Duration
This position is expected to commence at the earliest opportunity for a contract period up to 30 September 2026
Deliverables
1. Develop outreach materials on customary land registration for community facilitators and support the socialization.
2. Interviews and meetings with MHA facilitators are implemented in accordance with project’s timeline and properly documented.
3. Documenting the learning processes of Participatory Customary Land Registration across seven provinces.
4. Developing one learning book based on the Participatory Customary Land Registration experiences from the seven provinces.
5. Documentations, maps, and spatial datasets resulting from participatory land mapping.
6. Program and stakeholder documentations that include records of meeting, consultation notes, reports, briefs, presentations, and field support documentations.
7. Research and reporting outputs that include interview notes, summaries or transcripts.
8. Regular progress reports documenting activities, findings, and results.
9. Consolidated program data for internal use or official submissions.
Terms of Payment
Daily rate-based consultant with a maximum of 18 (eighteen) working days per month.
