Consultant as Bali Net Zero Emission Policy Specialist, Cities Program

This is a hybrid position which requires 8 days per month in the office. You can be based in our office in WRI Indonesia, Bali. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.

Program Overview

The Bali Net Zero Emission (NZE) 2045 Initiative is based on the belief that strong local government leadership and active participation from society are essential to ensure the net zero agenda remains resilient and embedded as a long-term development pathway, regardless of political transitions. Achieving this goal requires coordinated action among diverse stakeholders to deliver lasting climate, social, and economic impacts. Established in 2024, the Bali Net Zero Emission Coalition brings together five organizations, Azura Indonesia, CAST Foundation, the Institute for Essential Services Reform (IESR), New Energy Nexus Indonesia, and WRI Indonesia, working on climate-related issues in Bali. The Coalition serves as a platform to align actions, knowledge, experience, and networks in support of achieving Bali NZE 2045. The Coalition has three core objectives: promoting green economic development that integrates environmental and social sustainability based on Bali’s local values; facilitating climate-based solutions and low-carbon innovation; and bridging government, communities, academia, the private sector, and development partners to support the development and implementation of climate policies and solutions. Its work is organized around four pillars: evidence-based climate policy advocacy; implementation of scalable climate solutions; multi-stakeholder collaboration to advance the Bali NZE 2045 commitment; and the expansion of climate policies and solutions in Bali and beyond.

Job Highlight

The Bali Net Zero Emission Policy Specialist will support the Bali Net Zero Emission (NZE) Coalition by delivering policy research, analysis, and evidence-based recommendations to advance the implementation of Bali NZE 2045. The role involves hands-on policy research, development of policy briefs and recommendations, and active engagement with provincial and local governments. This position includes, but is not limited to, providing capacity building and technical assistance to the Bali Provincial Low Carbon Development Team in translating programs toward achieving Bali’s Net Zero Emissions target by 2045.

The role is expected to lead the synthesis of research and insights from coalition members and partners and translate them into clear, actionable public policy recommendations. Embedded within a dynamic multi-stakeholder ecosystem of Bali NZE coalition members and partners, the role offers strong exposure to policy advocacy and cross-sector collaboration. The role will work closely with the Bali NZE Secretariat team and coalition members to support coordinated and impactful policy outcomes.

Reporting directly to PMEL Specialist, this position will be based in Bali with office-flex working arrangement and travel requirement as needed. What You Will Do

Research and Analysis (50%)

  • Data collection and analysis of recent local and national regulatory related to Bali NZE commitment and related climate and environmental issues

  • Review legal formal, regulation and planning document related to net zero emission initiative in government level, civil society and indigenous people, private sector and micro business-related.

  • Conduct data management; create tabular data, metadata based on information to support policy network analysis.

  • Develop evidence-based policy recommendations and technical analyses to support coalition advocacy and program implementation.

  • Prepare research outputs such as policy briefs, policy papers, analytical reports, and presentations in collaboration with coalition members and partners.

Stakeholder Engagement (40%)

  • Lead and facilitate engagement with provincial and local government institutions, as well as other strategic stakeholders.

  • Coordinate with coalition members and partners to align messages, policy positions, and engagement strategies.

  • Document and archive stakeholder engagement processes, including meeting notes, engagement reports, and tracking of key outputs and outcomes.

  • Contribute to the organization and facilitation of policy dialogues, technical discussions, and multi-stakeholder forums.

Other Supports (10%)

  • Support the team in project management (slide deck, letters, presentations, TOR, etc.) to make sure the team is equipped with the right and aligned messages within the program.

  • Provide input and comments on project, reports, policy, and other papers related policy analysis.

  • Maintain and share knowledge on lessons learned and emerging best practices in areas of expertise.

What You Will Need

  • Master’s degree preferably on environmental law, environmental policy, urban and regional planning, social-politic science, climate change, energy, development studies, public policy.

  • Minimum 5 (five) years of professional experience in policy research, policy analysis, or program support related to climate change, environment, energy, or sustainable development.

  • Proven ability to develop policy outputs such as policy briefs, policy papers, analytical report, or technical presentations.

  • Experience in supporting policy advocacy and stakeholder engagement, including coordination with government institutions, NGOs, and development partners.

  • Demonstrated familiarity and experience working with sub-national government, preferably on climate and environmental issues.

  • Experience in scientific writing. Having proven history in publishing international peer-reviewed journal is a plus.

  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.

  • Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic.

  • Excellent oral and written communication skill in both Bahasa Indonesia and English.

  • Ability and willingness to work from Bali, Indonesia.

  • Ability and willingness to travel to other provinces/cities in Indonesia if assigned.

  • Legally able work in Indonesia.

Duration

The position is expected to commence at the earliest opportunity, for an initial contract period up to 31 December 2026.

Deliverables

Monthly consolidated report on delivery, achievement and lessons learned. Other deliverables include but not limited to:

  • Policy gap analysis on the implementation of the Bali Net Zero Emission (NZE) 2045 roadmap across key sectors, including energy, transport, waste and wastewater management, land use, and marine and coastal areas

  • Consolidated mapping of Bali NZE 2045 policy recommendations based on initiatives from coalition members and partners

  • Policy recommendation outputs, such as policy briefs, policy papers, and related products, developed collaboratively with coalition members and partners

  • Documentation of policy advocacy and stakeholder engagement activities, including engagement reports and records of key outputs and outcomes

  • Technical analyses results (i.e. presentations or reports) as planned in the projects are produced and deliver in a timely and satisfactory manner

  • Monthly verbal or written progress report to the team

Terms of Payment

Daily rate-based consultant with a maximum of 18 (eighteen) working days per month on average.
