About the Digital Delivery Program

Government services are not keeping up with the public's needs, particularly as services have moved from in-person to digital delivery, where the digital presentation of the service is as critical as the service itself. Poorly designed, slow, out of date, and inequitable government services mean that residents—often the most vulnerable—are not getting the critical services they need to thrive.

Government lacks the capacity needed to deliver services digitally. While this shows up most obviously in crisis moments, these gaps exist throughout the ecosystem of government delivery. USDR's Digital Delivery program takes a two-pronged approach to address this capacity gap:

  • Be the capacity: In instances where services can be immediately unblocked by a surge of tech talent, USDR volunteers build direct solutions with governments.
  • Build the capacity: Digital Delivery helps governments build digital capacity for the long term by helping teams become fluent in digital best practices, policies, and tools and helping governments leverage each other's good work.

About The Role

USDR's Digital Delivery program serves government partners across procurement, user experience, talent, language access, and generative AI, as well as benefits access. As we've built strategic partnerships with ecosystem organizations and increased our conference presence, we now need dedicated capacity to translate these relationships into scalable programs that generate meaningful engagement opportunities.

We're looking for someone who can translate partnership opportunities into calls for partners, toolkits, and initiatives that deliver value at scale. This role is about execution excellence, such as turning a partnership with an ecosystem organization into an outreach campaign that reaches hundreds of state and local governments, or transforming successful engagement patterns into reusable product offerings that multiple governments can leverage.

USDR is seeking a Growth & Outreach Manager to operationalize and scale our partnership and growth initiatives across the Digital Delivery program. You'll work closely with the Co-Director of Digital Delivery (who owns strategic partner relationships), the Program Manager, and focus area leads to design and execute outreach, manage conference logistics and follow-up, build our deliverable library, and create frameworks that make our work more accessible and scalable.

This is a one-year termed position, ideal for someone who can hit the ground running, execute complex projects with multiple stakeholders, and design systems that outlast their tenure. You'll have autonomy to determine HOW to execute initiatives, but you'll be collaborating closely with others on strategy and priorities.

Glossary

  • Government partner / partner = what we call the governments we work with (may be any kind of department at federal, state, county, or city level, or a public entity).
  • Volunteer = we are primarily a volunteer-based organization. We have a pool of 11,000+ professional-level volunteer technologists who are the primary contributors to projects.
  • Focus area = the Digital Delivery program uses focus areas to help determine what work we say yes and no to. Current focus areas include: user research, procurement, language access, talent engagement, and generative AI.
  • Ecosystem partner = organizations that serve as conveners, connectors, or capacity builders for government.

You'll support partnership development, outreach, and conferences (40%)

  • Collaborate with focus area leads to define and develop actionable plans around their specific partnership development needs—for example, supporting the talent team with outreach to cities or helping language access identify new partner pathways.
  • Conduct landscape analysis to track who we've reached, identify gaps, and inform targeting for partnerships and outreach campaigns.
  • Coordinate impact follow-ups with past partners to gather outcomes data and testimonials that can be used in partnership conversations, grant proposals, or external communications.
  • Support calls for partners and outreach campaigns by developing compelling materials, messaging, and marketing strategy in partnership with focus area leads.
  • Develop and implement lead follow-up systems to ensure we convert conference conversations and outreach efforts into actual partnership or engagement opportunities.
  • Analyze partnership, outreach, and conference effectiveness, identifying what's working in terms of lead generation and engagement conversion.

You'll execute partnership initiatives and scaling programs (35%)

  • Create materials and coordinate logistics for events and initiatives between USDR and ecosystem partners (i.e. webinars, workshops, toolkit launches, etc), including outreach materials, messaging, marketing strategy, and follow-up systems.
  • Track and report on partnership initiative outcomes, measuring what's generating leads and engagement opportunities versus what's not working.
  • Design scalable approaches for leveraging partnerships across multiple focus areas, identifying opportunities for cross-promotion and shared outreach by supporting focus area leads with experiments in scaling—for example, turning one-off workshops into repeatable offerings, creating standardized engagement models, or designing new service packages.
  • Work with USDR's finance and operations team in exploring sustainable revenue models to identify and test paid service opportunities emerging from partnership initiatives, helping qualify leads with budget capacity and designing experiments to understand government willingness to pay for specific offerings.

You'll build our knowledge and asset library (25%)

  • Identify excellent examples from past engagements and secure permission to share publicly, building a library of case studies and success stories.
  • Extract generalizable findings and approaches from past engagements and transform them into reusable toolkits or templates that help other governments benefit from USDR's work.
  • Create case studies and project summaries, in close collaboration with USDR’s marketing and communications team, that showcase USDR's impact and can be used in partnership materials, grant reporting, or conference presentations.
  • Curate resources and toolkits that can be shared externally through our website or with ecosystem partners.

Signs of Success

As part of your onboarding, we will provide robust documentation, shadowing opportunities, and plenty of time for questions. Some indicators you might be a strong fit for this role:

  • You have 5+ years experience in program management, outreach management, or operations roles where you've executed complex initiatives with multiple stakeholders. You're comfortable owning end-to-end project delivery.
  • You have strong project management and coordination skills. You can juggle conference logistics, partnership outreach execution, and content development without dropping balls or losing sight of deadlines.
  • You're a builder who can design systems and frameworks from scratch. Given a partnership opportunity or a pile of past deliverables, you can create the structure, templates, and processes to make them useful and scalable.
  • You have experience navigating the civic tech, nonprofit, or government sectors and understand the landscape.
  • You're collaborative and can work effectively with colleagues who have their own priorities and constraints. You'll be supporting five focus area leads with different needs and working styles.
  • You excel at tactical execution but can also think strategically about how to execute. You don't just implement—you design the best way to implement.
  • You're a strong writer and communicator who can create compelling outreach materials, adapt messaging for different audiences, and document processes clearly.
  • You're comfortable with ambiguity and can make good decisions with incomplete information. This is a new role in a one-year window—you need to be a self-starter who figures things out quickly and ships work without extensive guidance.
  • You have experience with lead generation, pipeline management, or marketing outreach—even if not in a traditional 'business development' role.
  • You're organized and detail-oriented with a systems mindset. You create trackers, templates, and processes that others can follow.
  • You effortlessly model the values in our Community Oath.

  • Experience in marketing, communications, or content strategy
  • Knowledge management or documentation experience

  • Hubspot: used to track conversations with partners and develop relationships
  • Airtable: used to track ongoing and shipped projects with partners
  • Canva or similar: used for creating marketing and conference materials

What we offer you

  • A competitive salary, consistent with similar roles in other tech non-profits in major U.S. metropolitan cities. The annual salary range for this role is $170,000 - $190,000 depending on experience.
  • Full health, dental and vision benefits (USDR pays 100% of the cost for our employees and 80% of the cost for their dependents on most plans).
  • 401K with a matching contribution of $1 for each dollar you contribute up to 3% of your salary, and $.50 for each dollar you contribute on 3-5% of your salary.
  • An equipment reimbursement for the purchase of a computer and peripheral devices of up to $2,000, along with a Work from Home allowance of $100 each month, to support employees as they navigate working from home.
  • A discretionary budget of $400 per year per employee for work-related learning and development.

Each job at USDR is leveled based on the business need for the role, and the salary band is determined based on market data for similar roles in the tech industry.

New hires who signal full proficiency toward the job requirements will likely be offered the mid-point of our salary range.
