WHO WE ARE

Yayasan Noora Health Indonesia collaborates closely with government partners to strengthen the country's health systems through family caregiver training.

As part of this effort, they have partnered with Noora Health to advance its mission of strengthening health systems by equipping family caregivers with the knowledge and skills to care for their loved ones. Founded in 2014, Noora Health turns hospital hallways and waiting rooms into classrooms by tapping into the most compassionate resources available for the patient’s care: their own family.

With support from governments and partners in India, Bangladesh, Indonesia, and Nepal, Noora Health has trained more than 43 million caregivers and patients across 12,800+ facilities using their flagship caregiver education and training curriculum, the Care Companion Program (CCP).

In a cohort of patients, the CCP reduced post-surgical cardiac complications by 71%, maternal complications by 12%, newborn complications by 16%, and newborn mortality by 18%.

ABOUT THIS ROLE


The Monitoring, Evaluation, and Research (MER) Lead provides strategic leadership to
ensure the organization’s programs are guided by high-quality data, and evidence
based. This role oversees monitoring systems, evaluations, research, and reporting, and
ensures insights are translated into practical improvements across programs.
Reporting to the Country Director, the MER Lead works closely with cross-functional
teams and external partners to strengthen data quality, support decision-making, and
demonstrate program impact to government, donor and other partners.

WHAT YOU WILL DO

MER Strategy & Leadership

  • Lead the overall MER strategy, ensuring alignment with organizational goals, donor requirements, and government priorities.
  • Provide leadership to the MER team through clear direction, coaching, performance management, and capacity building.
  • Ensure MER plans are integrated into annual workplans, budgets, and implementation timelines.
  • Promote a culture of data use and continuous improvement across departments.

Monitoring Systems & Data Quality Oversight

  • Oversee the design and implementation of monitoring systems, tools, and processes across programs.
  • Ensure data quality assurance mechanisms (data audits, spot checks, validation rules) are consistently applied.
  • Support the team to maintain effective data workflows, reporting schedules, and dashboard utilization.
  • Ensure monitoring outputs are translated into practical recommendations for program teams.

Evaluation & Evidence Generation

  • Provide technical oversight for baseline, midline, endline evaluations, and special studies (including mixed methods).
  • Ensure evaluations meet methodological rigor, ethical standards, and appropriate sampling/analysis approaches.
  • Review evaluation deliverables (ToR, tools, analysis plans, reports) and ensure quality assurance.
  • Lead dissemination of evaluation findings to internal teams and external stakeholders.

Reporting

  • Provide strategic oversight of all organizational reporting functions, ensuring the delivery of accurate, timely, and high-quality reports that meet internal management, donor, and government requirements.
  • Provide overall leadership for organizational reporting to ensure timely, accurate, and high-quality outputs for internal management, donors, and government stakeholders.
  • Establish and maintain standardized reporting calendars, templates, and quality assurance processes across all programs.
  • Oversee the consolidation and final review of key reports, including monthly, quarterly, annual, and donor-specific submissions.
  • Ensure alignment and consistency of data across dashboards, program reports, and external reporting requirements.

Research & Publication

  • Oversee research priorities and ensure research projects align with strategic objectives and ethical guidelines.
  • Guide the development of publications (reports, policy briefs, manuscripts, case studies) and ensure high quality.
  • Strengthen collaboration with academic institutions, partners, and technical experts when needed.
  • Ensure publication processes include proper review, approvals, and dissemination strategy.

Stakeholder Engagement

  • Act as a key technical focal point for MER discussions with donors, government counterparts, research institution, university, and other partners.
  • Present findings clearly and confidently in meetings, workshops, and high-level forums.
  • Support proposal development by contributing to MER frameworks, indicators, and measurement plans.
  • Coordinate MER-related external reporting requirements and ensure consistency of messaging.

Team Management & Capacity Strengthening

  • Manage direct reports and ensure strong coordination across monitoring, evaluation, and research functions.
  • Identify team capacity gaps and deliver coaching/training plans (internal and partner capacity).
  • Strengthen cross-team collaboration to reduce duplication and improve efficiency.
  • Ensure team workload planning and prioritization across multiple deliverables.

WHAT WE ARE LOOKING FOR

  • Bachelor’s degree in public health, Social Sciences, Development Studies, Statistics, Epidemiology, or related field (preferred).
  • Minimum 7 years of experience in monitoring, evaluation, and research roles, including leadership responsibilities.
  • Strong technical skills in monitoring systems design, evaluation methodologies, and research frameworks.
  • Proven experience managing teams and working cross-functionally with program and operations teams.
  • Experience working with donor-funded programs is highly preferred.

Required Skills and Competencies

  • Strong leadership, coaching, and people management skills.
  • Strong analytical skills and ability to interpret and communicate data clearly.
  • Excellent writing skills for reports, learning briefs, and donor-facing deliverables.
  • Strong facilitation skills (learning sessions, reflection workshops, dissemination meetings).
  • Strong stakeholder management and ability to communicate with diverse audiences.
  • High integrity, attention to detail, and commitment to evidence-based programming.
  • Experience with digital data systems (SurveyCTO/ODK, PowerBI/Looker/Superset, etc.).
  • Experience with qualitative analysis software (NVivo/Atlas.ti etc.) and quantitative tools (Stata/SPSS/R, etc.).
  • Familiarity with Realist Evaluation, outcome harvesting, or implementation research.
