Purpose of the Role
New Story seeks a legal consultant to provide the full regulatory, contractual, fiscal, and compliance framework required for the progressive-housing financing pilot. The role ensures that the program operates within Mexican law, uses legally sound credit structures, protects families as users, and mitigates institutional and operational risks throughout implementation.
Primary Responsibilities
Develop a unified legal-regulatory analysis covering the grant’s legal nature, institutional compatibility, permissible lending structures, fiscal/accounting implications, and user-protection obligations.
Define the operational legal framework for credit origination, formalization, administration, guarantees, and collection practices, including privacy and data-handling rules.
Prepare all legal instruments required for family-facing operations (contracts, consents, disclosures, privacy notices, borrower-file requirements).
Review and validate scripts, WhatsApp/field communication, and all marketing materials to ensure compliance and avoid misleading claims.
Draft collaboration instruments for external partners (MOUs, NDAs, cooperation agreements) and define legal boundaries for interacting with financial institutions or third parties.
Provide ongoing advisory support during the first eight months of implementation (virtual + limited in-person sessions).
Key Deliverables
Legal-Regulatory Assessment: Grant classification, institutional compatibility, permissible lending modality, fiscal and accounting treatment, and user-protection requirements.
Operational Legal Framework: Contract model, borrower documentation package, collection/communication rules, and legal review of all product-related materials.
Legal Instruments for Third-Party Collaboration: MOUs, NDAs, cooperation agreements, and protocols for information sharing and stakeholder interaction.
Timeline (Feb 2026 – Sept 2026)
Months 1–2: Legal-regulatory assessment and institutional alignment.
Months 2–5: Operational framework and documentation development.
Months 4–8: Third-party instruments and ongoing advisory support.
Ideal Profile
Attorney with demonstrated experience in civil and regulatory compliance regarding housing; at least 5 years advising on credit structures, consumer-protection frameworks, and privacy requirements in Mexico. Strong ability to translate legal standards into clear operational guidance for multidisciplinary teams.
