Job Description

This position serves as a senior executive leader responsible for the direction, policy development, and statewide administration of the Results and Information Office. The Director provides strategic leadership over enterprise data, performance management, and information systems to support the Department’s mission, regulatory compliance, and organizational effectiveness.

Work is performed under broad administrative direction with significant latitude for independent judgment, decision-making, and policy development. Performance is evaluated based on achievement of strategic outcomes, program effectiveness, and alignment with statewide priorities.

REPRESENTATIVE TASKS

  • Directs the development and implementation of enterprise data, performance management, and information systems strategies.

  • Establishes and enforces data governance policies, standards, and procedures to ensure data quality, security, and compliance.

  • Serves as the primary liaison with the Office of Information Technology (OIT), the Department of Administrative and Financial Services (DAFS), and other partners on systems, data, and cybersecurity matters.

  • Provides executive oversight of business information systems to ensure effective reporting, analytics, and decision support.

  • Directs federal reporting activities, ensuring accuracy and compliance with funding and regulatory requirements.

  • Leads transportation work plan development by aligning financial resources with strategic priorities.

  • Oversees GIS services, including geospatial data management and the Linear Referencing System (LRS), to support planning and operational decision-making.

  • Directs data analytics and data warehouse functions to support performance monitoring and organizational efficiency.

  • Oversees cybersecurity coordination to ensure compliance with statewide policies and protection of information assets.

  • Directs records and document management programs to ensure legal compliance, accessibility, and transparency.

  • Leads process automation initiatives, including the use of SharePoint and Microsoft 365, to improve efficiency and reduce manual processes.

  • Oversees IT portfolio governance, including project prioritization, resource allocation, and budget management.

  • Advises executive leadership on performance trends, risks, and strategic opportunities.

  • Provides leadership and supervision to professional, technical, and managerial staff, including subordinate supervisors.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of data governance, analytics, and enterprise information systems management.

  • Knowledge of federal reporting requirements and regulatory compliance frameworks.

  • Knowledge of GIS principles, geospatial data systems, and related technologies.

  • Knowledge of IT portfolio management, budgeting, and project prioritization.

  • Knowledge of cybersecurity principles and risk management practices.

  • Ability to develop and implement policies, programs, and strategic initiatives.

  • Ability to analyze complex data and translate findings into actionable recommendations.

  • Ability to lead organizational change and drive performance improvement.

  • Ability to establish and maintain effective working relationships with internal and external stakeholders.

  • Ability to communicate effectively with executive leadership, technical staff, and the public.

MINIMUM QUALIFICATIONS

A Bachelor’s degree in Information Systems, Data Analytics, Public Administration, Business Administration, Engineering, or a related field and eight (8) years of progressively responsible experience in data management, information systems, analytics, or program administration, including at least three (3) years in a managerial or supervisory capacity.

Equivalent related experience may be substituted for education on a year-for-year basis.

PREFERRED QUALIFICATIONS

  • Experience in public sector or transportation-related programs.

  • Experience with enterprise data governance and performance management frameworks.

  • Experience overseeing GIS, data warehousing, or enterprise analytics programs.

  • Experience managing IT portfolios, budgets, and cross-functional initiatives.
