The Criminal Intelligence Analyst plays a critical role in safeguarding communities by transforming complex, often fragmented information into clear, actionable intelligence that supports criminal investigations, homeland security initiatives, and broader public safety efforts. This position is assigned to the Maine Information and Analysis Center (MIAC) and is ideal for highly detail-oriented, self-motivated professionals who thrive on uncovering patterns, connecting data points, and turning information into actionable intelligence.

In this role, you will work at the intersection of data, investigation, and public service - analyzing information from multiple sources to identify threats, support law enforcement operations, and help protect the citizens of Maine. Your ability to think critically and maintain a high level of accuracy will directly contribute to informed decision-making and safer communities.

Primary responsibilities include:

  • Gathering, analyzing, correlating, and evaluating information from a variety of resources to develop finished intelligence for distribution and tactical planning in support of criminal investigations, homeland security matters, and other public safety issues.
  • Preparing written reports and support products pertaining to tactical, operational, and/or strategic intelligence to provide information to law enforcement officials, homeland security, identified partners, and to support investigation/prosecution efforts.
  • Conducting targeted research, and preparing presentations and oral briefings to supervisors, managers, detectives, and/or identified partners concerning investigative, operational, and/or strategic intelligence to translate or explain what information means and how it can be used.
  • Searching federal, state, and local systems and databases to categorize, confirm, identify, and evaluate criminal organization members, criminal activities, and investigative overlaps.
  • Compile, code, categorize, audit, verify, and analyze information/data using various intelligence/investigative software applications.
  • Plan, oversee, coordinate, assign, and evaluate the work of support team members to ensure work is accomplished in a timely manner and in accordance with unit policies, procedures, and directives.
  • Review existing criminal investigative data to identify gaps, detect changes in circumstances or events, and recommend changes to investigative activities.
  • Conduct special projects and research studies linked to other related analytical activities to support criminal investigations, homeland security matters, and public safety.
  • Attend information, intelligence, investigation, and law enforcement meetings to share information, provide recommendations, and to support unit operational goals.
  • Perform training and instruction related to unit capabilities, operations, procedures, and practices to orient and train new employees, and support training needs.
  • Testifies as a witness before criminal, civil, and administrative courts to present facts and render opinions regarding analysis and results.

Skills or knowledge required:

  • Knowledge of Department of Public Safety policies, methods, and procedures.
  • Knowledge of law enforcement and homeland security operations and procedures.
  • Knowledge of data sources, data processing methods, methods of obtaining data, and techniques used in the analysis of data.
  • Knowledge of modern principles and techniques concerning the application of intelligence to all phases of local, state, and federal investigations, and strategies used in tactical planning activities.
  • Knowledge of applicable computer hardware, software applications, and databases.
  • Knowledge of group behavior and dynamics, societal trends and influences, human migrations, ethnicity, cultures, and their history and origins.
  • Ability to critically evaluate information from multiple sources and determine the importance and limitations of each piece of information.
  • Ability to draw inferences and apply inductive/deductive logic in the analysis of criminal activities.
  • Ability to efficiently operate computer equipment and prepare reports, presentations, and analytical charts or graphs.
  • Ability to establish and maintain effective working relationships.
  • Ability to understand the implications of new information for both current and future problem-solving and decision-making.
  • Ability to work effectively in an interagency environment with federal, state, local, and tribal law enforcement and homeland security stakeholders.
  • Ability to instruct and train others in operational procedures.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to testify in court as a witness.
  • Ability to obtain/retain Department of Homeland Security clearance and required database access.

Currently, this position is not eligible for visa sponsorship or STEM OPT extensions.

Minimum qualifications:

A Bachelor’s Degree in Homeland Security, Emergency Management, Criminal Justice, Criminology or a closely related field and four (4) years of progressively responsible related work experience. Work experience may be substituted for education on a year-for-year basis.
