Job Description:
The Region Engineer serves as the engineering authority for the Region and acts on behalf of the Region Manager when needed. This role requires advanced knowledge of Maine Statutes (Titles 23 and 29-A), Departmental rules, and key programs such as Access Management, Utility Accommodations, and the Municipal Partnership Initiative (MPI). The Region Engineer ensures consistent interpretation and application of policies statewide, oversees timely processing of permits, and supports municipal partners through responsive customer service. They apply strong technical expertise in traffic engineering, asset management, highway and bridge construction, environmental regulations, and materials evaluation, while using risk-based decision-making to guide priorities. The role also plays a critical part in workplan development, identifying and advocating for projects and funding opportunities, and ensuring efficient delivery aligned with departmental goals.
In addition, the Region Engineer builds and maintains strong relationships with municipalities, internal bureaus, consulting engineers, and public officials, serving as a key point of contact for regional concerns. They provide clear, consistent guidance grounded in policy, often translating complex requirements into practical terms for stakeholders. The position requires sound judgment in contracting, budgeting, and financial processes, as well as familiarity with maintenance operations, emergency response, and workforce practices. As a leader within the Region, the Engineer supports team coordination, training initiatives, and emergency operations, while fostering collaboration across the Department. Success in this role depends on decisive problem-solving, consistent communication, and the ability to balance technical standards with customer service and organizational priorities.
To be minimally qualified for this position candidates must provide evidence of the following experience:
Registration as a Professional Engineer and Four (4) years’ work experience in Civil Engineering at the professional level (beyond such licensure) to include one (1) year experience demonstrating progressively responsible duties in program or project management and/or management responsibilities..
