About the Position:

This Management Analyst II position is responsible for reviewing, examining, and evaluating complex organizational structures, administrative policies, and management systems of the Bureau of Motor Vehicles. Specific responsibilities include developing and conducting studies, summarizing findings, preparing reports, and recommending changes in programs, policies, procedures, or practices in administrative, training, customer service, and information management systems. This position will also be responsible for prioritizing, managing, and tracking work on our on-going E-Titling Program and other projects. This position will report to the Division of Title Services Director.

What We’re Looking For:

  • Collaborative Program Support: Ability to work closely with the Titles Division Senior Motor Vehicle Manager and program staff to support effective administration of statewide motor vehicle title operations.
  • Program Analysis: Ability to evaluate title program processes, identify operational challenges, analyze data and trends, and recommend improvements that enhance efficiency, compliance, and service delivery.
  • Regulatory Interpretation: Skill in researching and interpreting Maine motor vehicle statutes, administrative rules, and bureau policies to support consistent and compliant title processing.
  • Strategic Problem-Solving: Ability to investigate complex title scenarios, assess impacts on program operations, and develop practical recommendations for resolution.
  • Policy and Guidance Development: Ability to prepare written guidance, procedural documentation, and analytical summaries that support informed decision-making by division leadership.
  • Attention to Detail: High level of accuracy when reviewing title transactions, ownership documentation, and supporting legal instruments affecting vehicle ownership records.
  • Professional Judgment: Ability to exercise sound judgment when handling sensitive information and resolving complex or unusual title issues.

In this role, you will:

  • Plans and organize studies of work and organizational problems including duplication, communication, information flow, inventory control, cost containment, and integrated service delivery to develop and maintain efficient and economical operations.
  • Analyzes data gathered, develops information and documentation, and considers solutions or alternative methods of proceeding to recommend improvements and modifications.
  • Designs and implement research to make recommendations for long range plans, policies, and programs.
  • Effectively manages projects and tracks projects managed by others, to ensure tasks are prioritized, documented, communicated, and completed on time. Provides project management support to other project managers.
  • Implements new business programs and processes, confers with, and trains agency staff, and conducts operational effectiveness reviews to ensure smooth system implementation and functioning.
  • Manage all phases of project life cycle: analyzing system requirements, developing, writing the business requirements for software and other work systems, ensuring new systems adequately reflect the identified business requirements, training, and project implementation.
  • Creates and executes tests to evaluate new or enhanced modernization systems, features, and programs.
  • Develops and updates manuals to outline performance methods, organizational policies and procedures, and system operations; and presents educational materials, workshops, and training seminars to Bureau staff and stakeholders to provide information and training on specific topics.

Preferences will be given to:

  • Knowledge of the theories, principles and practices of public administration, organization, workflow, personnel management, and financial procedures.
  • Knowledge of data collection and interpretation methods and techniques.
  • Knowledge of project management principles and best practices.
  • Knowledge of methods and techniques of analysis, work simplification, and forms and records control.
  • Knowledge of the methods and techniques of establishing work standards.
  • Knowledge of current developments in systems analysis and applications.
  • Knowledge of information management systems.
  • Ability to gather, assemble, calculate, and analyze facts and draw valid conclusions.
  • Ability to analyze and interpret laws, rules, and regulations.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.

MINIMUM QUALIFICATIONS:

(Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).

Eight (8) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.

Applicants must be authorized to work in the United States. Please note that this position is not eligible for visa sponsorship or STEM OPT extensions, and successful candidates will be required to complete an I-9 form upon hire.

In addition, the successful candidate must pass a National Criminal Background check, including fingerprinting.
