JOB DESCRIPTION:
This is technical services work involving the provision of systems software technical support to data processing operations. Responsibilities include generating, installing, writing, revising, and maintaining operating, networking, and related systems software for large mainframe computers. An employee in this classification is highly trained and experienced in computer and systems programming, problem analysis, mainframe and networking performance management and capacity planning, and hardware and software configuration planning and implementation. Supervision may be exercised over Computer and Systems Programmers and Trainees. Work is performed under limited supervision.

WORKPLACE DETAILS:
- This is a 100% on-site position headquartered in Augusta, Maine.

REPRESENTATIVE TASKS:
- Installs, configures, and maintains system software and components on servers and networked computers to support agency data processing operations and ensure reliable service delivery.
- Maintains and updates major operating and networking systems in order to ensure interface of operational functions and application systems, and to identify and correct software problems.
- Isolates and performs quality assurance testing on, and corrects system software problems in order to recover full production status and prevent future failures and malfunctions.
- Revises and enhances vendor system software products and packages in order to maximize system efficiency.
- Oversees technical support staff and users or other technical personnel in order to provide technical advice and accomplish assigned work.
- Manages and optimizes server and networking systems performance and capacity planning efforts in order to ensure system resources meet user demand.
- Update and maintain system security in order to safeguard information in system.
- Prepares materials and instructs data processing personnel in procedures and methods of computer software and hardware utilization in order to ensure maintenance of standards and develop staff.
- Coordinate with external vendors to align on technical standards, negotiate service terms, resolve issues, ensure compliance, and maintain documentation to support operational efficiency and transparency.
- Isolates and performs timely identification, and correction of system outages in order to recover full production status and prevent future failures and malfunctions.
- Assists in developing agency strategic plans for related information systems in cooperation with agency management, internal and external personnel, vendor representatives, consultants, and user/client community to develop integrated information systems.
KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:
- Valid State of Maine driver’s license with a clean driving record.
- Knowledge of performance measurement and capacity planning techniques for networking computers and related equipment.
- Knowledge of audit procedures.
- Knowledge of detailed operation of hardware, peripheral equipment components as they pertain to and interface with operating and networking system software and application systems.
- Knowledge of knowledgebase best practices.
- Knowledge of state-of-the-art computer hardware and software technology.
- Ability to generate, install, and maintain computer operating and networking systems.
- Ability to plan and oversee the work of technical subordinates.
- Ability to research and evaluate the suitability of computer software and hardware products for a given use.
- Ability to adapt, enhance, or modify computer operating and networking system components.
- Ability to diagnose and correct program and system failures and malfunctions.
- Ability to establish and maintain effective working relationships.
- Ability to communicate effectively.
- Ability to write clearly and effectively.
- Ability to develop technical standards.
MINIMUM QUALIFICATIONS:
A minimum of 6 years of a combination of related post-secondary education, technical certifications, or technology related work experience. Related training, internship experience etc. may be credited as related experience on a month-per-month basis.
