The Bureau of Motor Vehicles is seeking an experienced Senior leader to serve as Director of Title Services within the Bureau of Motor Vehicles, responsible for the statewide direction, policy leadership, and regulatory oversight of Maine’s vehicle ownership and title programs.

This position carries significant responsibility for safeguarding ownership records, supporting law enforcement and fraud prevention efforts, enabling lawful vehicle commerce, and ensuring compliance with state and federal requirements. The Director provides vision, direction, and accountability for one of the Bureau’s most critical public trust functions.

About the Position:

The Director of Title Services directs and controls a major subdivision of the Bureau of Motor Vehicles and is responsible for establishing statewide policy, operational standards, and strategic direction for all title-related programs.

Unlike operational management roles, this position focuses on policy development, statutory interpretation, regulatory compliance, and executive decision-making, rather than daily transaction processing. The Director determines how title programs function statewide, approves procedures, evaluates program effectiveness, and advises executive leadership on legislative, regulatory, and operational impacts.

As a member of the Bureau’s executive leadership team, the Director works closely with Legal Services, Enforcement & Compliance, Information Services, branch operations, and external partners to ensure the integrity, accuracy, and modernization of Maine’s vehicle ownership systems.

Change Leadership: Proven ability to lead modernization initiatives, system implementations, and process redesign.

Strategic Communication: Ability to explain complex regulatory or operational issues clearly to leadership and external stakeholders.

In this role, you will:

• Establish statewide policy and standards for vehicle title and ownership programs
• Interpret and apply statute, administrative rules, and federal requirements
• Direct regulatory and compliance frameworks affecting title issuance and ownership records
• Allocate resources and approve program priorities
• Oversee modernization initiatives and system integrity efforts
• Advise executive leadership on program risks, trends, and legislative impacts
• Coordinate rulemaking and legislative proposals
• Represent the Bureau before legislative committees and external stakeholders
• Collaborate with enforcement and legal teams on fraud prevention and investigations
• Ensure consistency, accuracy, and legal compliance across all title operations statewide

Preferences will be given to candidates who have:

• Experience directing or administering a licensing, regulatory, or compliance- based program
• Experience interpreting statute or administrative rules
• Executive or senior leadership experience over multiple units or supervisors
• Experience with public records, financial instruments, or credentialing systems
• Experience working with legislative or rulemaking processes
• Experience leading modernization or technology initiatives

Minimum Qualifications

A bachelor’s degree from an accredited four (4) year college or university in Public Administration, Business Administration, Legal Studies, Government, Finance, or a related field AND six (6) years of professional experience in a regulatory, licensing, compliance, public administration, financial services, or governmental program environment.

At least three (3) years of the required experience must have been in a supervisory or managerial capacity overseeing staff, programs, or operational units. Equivalent combinations of education and experience may be considered.
