About the Position:

This professional services work involves leadership and management of Maine’s only unit overseeing the training and performance of driver, commercial driver, and motorcycle rider education schools and their instructors. Work centers around professional development and daily tasking of four geographically dispersed field staff members. Responsibilities also involve conducting on-site inspections of schools and quality assurance and compliance with Maine statutes and rules, to include investigation and resolution of customer complaints, and when necessary, suspension of school or instructor licenses. External activities include coordinating proposed legislation related to driver/rider education, consultation with the Federal Motor Carrier Administration, and inter-agency work with related state agencies to include periodic orchestration of the Technical Review Panel for Driver/Rider Education. Work is performed under limited supervision, with frequent travel expected across the state of Maine.

In This Role, You Will:

  • Lead, direct, prioritize and manage the daily operations of an assigned BMV section.
  • Oversee the inspection, auditing, and regulatory compliance of licensed driving schools and instructors statewide.
  • Interpret and enforce Maine statutes, rules, and regulations related to driver education and motor vehicle operations.
  • Develop policies, procedures, and internal controls to ensure consistency and legal compliance.
  • Review inspection findings, compliance reports, and enforcement recommendations; determine appropriate corrective or disciplinary actions.
  • Respond to escalated complaints, investigations, and regulatory inquiries related to driving schools.
  • Monitor performance metrics, workload distribution, and service delivery standards.
  • Prepare reports, legislative summaries, and recommendations for senior leadership.
  • Collaborate with law enforcement agencies, legal counsel, and other state agencies regarding regulatory enforcement matters.
  • Oversee section budgeting, resource allocation, and operational planning.
  • Assist the division director at legislative hearings to provide technical information and testimony involving driver education schools, licensing and compliance.
  • Lead and participate in technical boards and committees involving driver education and commercial motor vehicle driver education licensing.
  • Explain driver education and commercial motor vehicle driver education licensing programs policies, guidelines, rules, and regulations to provide information to licensees, public officials, and private groups.
  • Inspect driver education and commercial motor vehicle driver education school facilities for new and renewed schools to ensure they conform with state requirements.
  • Monitor classroom and behind-the-wheel instructors, written testing of instructors, compliance investigations to ensure compliance with applicable laws, rules, and regulations.
  • Operate computer equipment and utilize various software programs to generate reports, transmit information, and access databases.

Minimum Qualifications:

Entry level knowledge, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).

A six (6) year combination of education, training, and/or experience in business or public administration that includes at least four years of supervisory experience and two years of work in the public sector and/or working with and interpreting laws, rules, and policies.

In addition, the successful candidate must pass a National Criminal Background check, including fingerprinting.
