Background
The Digital Health Agency (DHA) is a Semi-Autonomous Government Agency under the Ministry of Health, established through the enactment of the Digital Health Act No. 15 of 2023. The Agency is mandated to spearhead the digital transformation of Kenya’s health sector by developing, operationalising, and maintaining an integrated, secure, and citizen-centric digital health ecosystem. This includes strengthening digital infrastructure, deploying appropriate technologies, and supporting systems that enhance efficient, coordinated, and quality health service delivery across all levels of care.
To fulfil this mandate, DHA is implementing a range of priority initiatives which require specialised technical capacity to ensure timely, secure, and standards-aligned development, integration, deployment, and support. DHA is therefore seeking to engage technical resources who will work under the direction of DHA technical leads to contribute to solution development, deployment, maintenance and support while ensuring alignment with national digital health standards and architecture.

To support the Digital Health Agency in the development and execution of its digital communications strategy through high-quality photography, visual storytelling, and dynamic social media engagement. The role ensures that DHA’s digital footprint reflects its mission, activities, and impact while aligning with national digital communication standards and policies.
Duty Station: Nairobi with frequent travel to counties.
Work Environment: Hybrid setting (onsite and remote work)

Key Responsibilities
Photography & Videography
- Capture high-quality photos and videos at official DHA events, field missions, and stakeholder engagements.
- Edit photos and short videos for official use across digital platforms.
- Organise and maintain an archive of digital media assets (photos, videos, infographics).
Social Media Content Development
- Develop creative and engaging content (text, photo, video, graphics) for social media platforms including Facebook, Twitter/X, Instagram, LinkedIn, and YouTube.
- Draft and schedule posts in line with the agency’s content calendar and key milestones.
- Conduct live coverage of events including live-tweeting, livestream support, and rapid photo updates.
Branding & Messaging
- Ensure all content adheres to DHA’s communication guidelines, government branding standards, and tone of voice.
- Collaborate with internal teams to translate complex technical messages into simple, compelling narratives for public consumption.
- Design visual templates (e.g. event posters, infographics, quote cards) using tools like Canva or Adobe Suite.
Digital Engagement & Monitoring.
- Monitor and respond to public engagement on social media platforms.
- Track social media analytics such as reach, engagement, impressions, and growth using built-in dashboards or tools like Meta Business Suite.
- Prepare regular performance reports to inform strategy and optimise engagement.
Content Planning & Coordination.
- Maintain and update the social media content calendar in alignment with key DHA activities, campaigns, and national health observances.
- Liaise with programme officers, county teams, and implementing partners to gather field content.
- Coordinate with other ministries, departments, and agencies to amplify cross-government campaigns.
Compliance, Accessibility & Ethics
- Ensure all content complies with the Data Protection Act, 2019, Public Communications Guidelines, and ethical standards.
- Promote inclusive communication by implementing accessibility practices such as image alt-text, subtitles, and screen-reader friendly formatting.
Skills, Knowledge and Expertise
Education:
- A Bachelor’s degree in Communications, Public Relations, Media Studies, Journalism, Digital Media, or a related field.
Skills and Competencies:
- Certifications in photography, digital marketing, content strategy, or social media management.
- Proficiency in photography, photo editing, and short-form video editing (e.g. Lightroom, InShot, CapCut, Adobe Creative Suite).
- Excellent written and visual storytelling skills with a clear, engaging, and professional tone.
- Strong understanding of digital content trends and audience behavior across platforms.
- Competence in social media analytics and use of scheduling tools (e.g. Buffer, Hootsuite, TweetDeck, Meta Business Suite).
- Graphic design skills using Canva, Adobe Illustrator, or equivalent tools.
- Ability to work in fast-paced, high-stakes environments during live events or government announcements.
- Knowledge of Government of Kenya (GoK) communication protocols and public sector communication practices is an added advantage.
Experience
Minimum 2 years of demonstrable experience in:
- Creating and managing content for official or public-facing social media platforms.
- Photography and visual media production for institutional use.
- Supporting digital campaigns or field content gathering in the public, NGO, or development sector.
- Experience working within a government ministry or health-related project is an added advantage.
