The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. The Asia Regional Health Cluster (ARHC) was established in 2018 to efficiently deliver grants and manage funds, and to provide quality pharmaceuticals and medical equipment. The ARHC aims to significantly impact the targets of the UN Sustainable Development Goal on good health and well-being by expanding the population benefiting from UNOPS-managed health-related engagements across the Asia Region.
The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund to fight AIDS, Tuberculosis and Malaria in Asia, currently with grants in Cambodia, Lao PDR, Myanmar, Thailand and Vietnam. UNOPS, as a PR, is responsible for delivering the targets set out in the grant agreements in collaboration with selected sub-recipients from the National Programmes, local and international and local non-governmental organizations (NGOs), and United Nations agencies.

The Asia Regional Health Cluster (ARHC) is a dedicated UNOPS unit focused on delivering health programmes and procurement across the Asia Pacific region. Headquartered in Bangkok, Thailand, ARHC operates through a network of personnel in UNOPS country offices, leveraging local support services. ARHC's mission is to improve health outcomes and contribute to SDG 3 by providing tailored solutions and advisory services. Its expertise encompasses programme and fund management, pharmaceuticals and health sector procurement, and technical expertise in the health sector. Since 2011, ARHC has managed over US$1.68 billion in Global Fund grants for HIV, TB, and malaria programmes in the Greater Mekong Subregion, supporting national programmes, NGOs, and multilateral organizations. ARHC also extends its capabilities and services to UNOPS multi-country and country offices in the region, promoting regional collaboration and impact in the health sector.

Serving as the Global Fund Principal Recipient (PR) since 2011, UNOPS manages grants for Myanmar’s HIV, TB, and Malaria programs through its Asia Regional Health Cluster (ARHC) with full transparency and accountability. UNOPS has also been selected as the PR for the upcoming 2027–2029 HIV, TB, and RAI5E grants. The Supply Chain Management Associate Position shall be responsible for managing the Global Fund-supported health programme supply chains.

As part of the UNOPS Procurement and Supply Chain Management Unit and under the direct supervision and guidance of the Supply Chain Management Senior Associate, the Supply Chain Management Associate will be responsible for supporting and/or coordinating logistics activities undertaken by UNOPS within GFATM cooperation framework to ensure that Sub-recipients (SR)’s and Donors needs are satisfactorily met.

In accordance with UNOPS Financial Rules and Regulations, the policies and procedures governing UNOPS procurement activities, the procurement and quality assurance policies of The Global Fund as well as the governmental Laws and Regulations linked with the importation and distribution of goods and pharmaceutical products in country, the incumbent will be directly responsible for:
- Assist the Logistics team in managing the logistics component of Supply Chain.
- Prepare transportation plans, assist in-country transport procurement process, and generate Transport Purchase Orders and required documentations necessary for in-country transport insurance.
- Travel across the country to monitor proper implementation of the Logistics Management and Information System (LMIS) in the field by Sub-Recipients, provide feedback to SRs, and take steps to improve the supply chain system in the country.
- Assist with coordination and implementation of logistics activities to ensure timely, cost effective and safe delivery of goods and services to clients.
- Prepare and handle importation & customs clearance processes, and in-country distribution activities for incoming shipments.
- Liaise and coordinate with Freight forwarders and Transport Companies.
- Liaise with the SRs logistics teams to ensure they are updated on shipping dates, ETA of goods, and for the safe receipt of supplies.
- Review/analyze SRs stock reports and stock movements and ensure that SRs maintain adequate amount of stock.
- Review and identify risks involving stockouts, overstock and stock expiry in the partner’s supply chains, and propose proactive actions plans to mitigates risks.
- Assist in budget preparation and forecasting stock requirements.
- Prepare delivery notes, shipment arrival notices and any other documents needed for certification purposes.
- Maintain and prepare a database of customs and imports, pipeline shipments, health equipment, warehouse and transport insurance, and partner’s storage facilities.
- Ensure that all the documents transactions are well recorded.
- Check and ensure stores and equipment are being well maintained and that the supplies are stored safely, securely and properly.
- Organize & coordinate trainings/meetings for the logistics unit of SRs as directed by the head of the logistics team.
- Activity planning for the Supply Management/Logistics team.
- Supervising staffs under his/her reporting line.
- Assist in payment process necessary for transport and delivery service and for procured products.
- Perform other related duties as may be assigned by the head of logistics team and supervisor.

Bachelor’s degree preferably in logistics management, supply chain management, business administration, pharmaceutical management or related fields would be an advantage and may substitute for some of the required years of experience.

- Knowledge of Good Storage and Distribution Practices established by the World Health Organization would be an asset.

- Knowledge of UN rules and regulations, particularly UNOPS procurement procedures would be an asset.
- Knowledge of government rules and regulations on Import/Export/Customs Clearance would be an asset.
