The New York Portfolios Office (NYPO) manages UNOPS' New York-based portfolios, delivering project and programme management, procurement, HR, and financial services to global partners, from the UN Secretariat to Member States. NYPO strategically positions UNOPS with these partners, fostering collaboration to achieve growth and leveraging expertise in global portfolio design and implementation. We support the broader SDGs and 2030 Agenda, primarily assisting the UN Secretariat and other New York-based UN entities with a global reach. NYPO encompasses the Peace and Security Cluster (PSC), focusing on explosive threat management, and the Sustainable Development Cluster (SDC), providing diverse operational support to the UN system in New York.

Background: UNMAS Syria Programme
UNMAS Syria, with its office based in Damascus, plays a central role in coordinating humanitarian mine action across Syria. UNMAS also actively supports the broader United Nations Country Team (UNCT) by enabling safe access for humanitarian and development operations. UNMAS also works closely with the Syrian Government which has designated the Ministry of Emergency and Disaster Management (MoEDM) as the national focal point for mine action. As part of its strategic support, UNMAS is actively coordinating advising on the establishment of a national mine action authority and mine action centre, by providing strategic and technical advice and developing a comprehensive roadmap for institutional development and technical capacity. In addition, UNMAS serves as the lead agency for the Mine Action Area of Responsibility ( MA AoR) in Syria, coordinating efforts under the broader humanitarian framework.

The Project Management Support Senior Officer supports the effective implementation, coordination and monitoring of project activities to ensure successful delivery of results within scope, time, cost and quality parameters. The role provides analytical and operational support in project planning, execution and reporting; contributes to risk and performance management; and ensures timely communication with partners and stakeholders. Through proactive client focus and problem-solving, the Senior Officer helps drive efficient project delivery and achievement of results in line with organizational and donor/ client expectations.

Under the supervision of the Senior Programme Officer, the Project Management Support Senior Officer tasks will be as follow:
Project Delivery and Performance
Contribute to the development, execution and updating of detailed implementation plans, ensuring that all project outputs are delivered on time, within budget, and to quality standards.
Provide logistical and operational support for missions, workshops, and dialogues, including the preparation of materials and reports as directed by the supervisor.
Contribute to integrating sustainability, social inclusion, and gender equality considerations into all project stages.
Support full implementation of Health, Safety, Social and Environmental (HSSE) standards across all activities by following established protocols and reporting / escalating any compliance concerns.
Participate in field missions to monitor implementation and support local partners.
Monitoring, Reporting and Quality Assurance
Support the coordination of timely preparation and submission of narrative and financial reports, ensuring compliance with UNOPS and donor/partner standards.
Track project progress against scope, schedule, cost and quality indicators, providing early warning on deviations and proposing corrective actions and assisting in the development of corrective measures as directed.
Assist in conducting regular reviews of project data, milestones, and performance indicators to assess delivery status.
Maintain dashboards and monitoring tools to support evidence-based decision-making.
Assist in providing quality assurance for project deliverables, reports and documentation submitted by donors/partners.
Support internal and external audits, ensuring documentation and processes meet compliance standards by compiling requested documentation and supporting the programme in audit preparations.
Stakeholder Engagement and Coordination
Support the development and maintenance of productive relationships with national and local authorities, donors, partners, grantees, and other key stakeholders.
Facilitate regular communication and coordination among programme teams and partners.
Support the organization of steering committee meetings, technical workshops, and stakeholder consultations by handling logistical arrangements, preparing background materials and taking notes during proceedings..
Assist in ensuring that stakeholders are informed of project progress, activities and results through timely and accurate information.
Knowledge Building and Sharing
Support the organization, facilitation and delivery of training and learning sessions on project management.
Participate in knowledge-sharing initiatives and Communities of Practice (CoPs), contributing insights and lessons learned.
Conduct research on project management-related topics and contribute to the drafting of reports, summaries and briefing notes.
Communications
Prepare communication materials, including social media posts and press releases, to ensure visibility of donor contributions.
Ensure regular updates of the programme’s factsheet, case studies and other relevant documents.
Support the organization and events for international observances and awareness days.
Participate in inter-agency and headquarters-led communication meetings.

Bachelor’s degree (or equivalent) in any discipline with 4 years of relevant experience OR
Master’s degree (or equivalent) in any discipline with 2 years of relevant experience is required.
