About the Region

The UNOPS Middle East Region (MR) provides strategic leadership, performance oversight, and support to UNOPS operations across Iraq, Jordan, Lebanon, Syria, Yemen, and the State of Palestine. About the Country/Multi-Country Office

Established in 2004, the UNOPS Amman Multi-Country Office (MCO) provides strategic and operational support to partners across Jordan, Syria, Lebanon, Iraq, Yemen, and the Gulf countries. The MCO delivers solutions that address development, peace, and humanitarian challenges through infrastructure, procurement, project management, and human resources services. Working in close collaboration with national governments, UN agencies, and donors, the office supports efforts to advance the Sustainable Development Goals. Its portfolio includes large-scale operations focused on improving essential services, strengthening national systems, and enhancing resilience in complex and fragile settings.

Job Specific Context

This position is crucial for the successful implementation of the Early Warning System (EWS) project in Syria. The Technical Expert will provide technical oversight and guidance to ensure the EWS equipment meets project requirements and international standards, contributing to improved disaster preparedness and resilience in the region

Role Purpose

The Early Warning System (EWS) Technical Expert will provide technical expertise in the evaluation, specification, installation, and oversight of multi-hazard EWS equipment. The expert will ensure the technical soundness, operational feasibility, and compliance with international standards and the UNOPS Sustainable Procurement Framework throughout the project lifecycle

1. Technical Support and Evaluation


  • Provide technical support in the evaluation of bids for multi-hazard EWS equipment, ensuring alignment with project requirements and international standards.


  • Assist in the assessment of proposals for WMO Class 1 Compatible station types, providing feedback and recommendations under the guidance of senior experts.


  • Support the evaluation of technical specifications for Synoptic, Climatological, Agricultural, and Rain Gauge Stations, ensuring suitability for intended applications.


  • Contribute to ensuring that technical specifications align with the UNOPS Sustainable Procurement Framework.

2. Installation and Site Monitoring


  • Assist in evaluating site preparation and installation requirements, ensuring compliance with technical standards and safety regulations.


  • Support the assessment of reports verifying targeted sites, site preparation, and equipment delivery/installation, identifying issues under supervision.


  • Provide technical support during the installation and commissioning of EWS equipment, ensuring proper functionality and performance under guidance.

3. Reporting and Documentation


  • Assist in the preparation of technical evaluation matrices and formal recommendations during the contract award phase.


  • Contribute to the development of assessment reports verifying targeted sites, site preparation, and equipment delivery/installation.


  • Provide regular updates and reports to the UNOPS Project Manager on the progress of technical evaluation and installation activities.

Education Requirements

Required

  • Bachelor’s degree preferably in Meteorology, Hydrology, Engineering, or a related technical field.

  • Minimum of 2 years of experience in technical evaluation, installation, and oversight of meteorological or environmental monitoring equipment.

  • Experience with Early Warning Systems (EWS) and disaster preparedness

Desired

  • Familiarity with UN or UNOPS procurement processes and principles
