This position is a Partner Personnel role. UNOPS is supporting UNICEF-DI as a UN partner and is acting on its behalf to provide recruitment and administrative support for this position. The selected candidate will be recruited through UNOPS in accordance with UNOPS recruitment rules, and will be engaged as UNICEF-DI personnel. The incumbent will work under the effective management and supervision of UNICEF-DI, not UNOPS.

About UNICEF Digital Inclusion (DI)


UNICEF’s Digital Inclusion (DI) programme supports governments and partners to improve equitable, affordable digital access for children, schools, and communities. The programme engages with regulators, operators, and public institutions to explore innovative approaches to connectivity, infrastructure governance, and digital public goods.

Role Purpose

Under the general guidance of the Chief of Operations, this post will act as the primary operational hub and bridge the gap between technical teams and the Supply Division to resolve bottlenecks and ensure all procurement cases are delivered with precision and high-level compliance. This post is responsible for maintaining the integrity of the procurement pipeline through rigorous data management, real-time tracking, and proactive stakeholder engagement to drive measurable impact for digital inclusion priorities.

Functions / Key Results Expected

Support Strategic Procurement Planning & Sourcing Optimization

  • Conduct comprehensive reviews of existing internal, global, and UN-wide Long-Term Agreements (LTAs) to identify high-efficiency sourcing routes and "piggybacking" opportunities.

  • Analyze the Division’s technical requirements and provide expert recommendations on the most effective procurement strategies, balancing compliance with the need for speed in the digital sector.

  • Support the strategic planning for the 2026 procurement cycle, ensuring that all Digital Impact and Digital Inclusion priorities are forecasted, resourced, and scheduled to avoid bottlenecks.

End-to-End Case Coordination & Technical Support

  • Oversee the full procurement lifecycle for DID, from initial request through to contract award, maintaining a "command center" view of all active and pending cases.

  • Collaborate closely with technical leads to draft and refine high-quality Terms of Reference (ToRs) and Statement of Works (SoWs), ensuring they are market-ready and compliant with UN standards.

  • Act as the primary focal point between DID and the Supply Division (SD), proactively resolving bottlenecks, clarifying technical requirements, and aligning delivery timelines.

Systems Oversight & Data Integrity

  • Maintain the integrity of the Procurement Case Management (PCM) system, ensuring all milestones, documentation, and status updates are captured with 100% accuracy and zero lag.

  • Develop and present bimonthly pipeline updates for DID management, highlighting risks, delays, and resource gaps to enable data-driven decision-making.

  • Develop and maintain internal trackers and SOPs to standardize procurement workflows across the Division, ensuring consistency and scalability.

Stakeholder Engagement & Knowledge Sharing

  • Facilitate regular coordination meetings between internal technical teams, finance, and external partners to ensure total alignment on procurement preparation and follow-up.

  • Provide guidance to technical teams on procurement procedures and "best-fit" sourcing models to improve the quality of incoming requests.

  • Serve as the lead troubleshooter for complex procurement cases, negotiating solutions with stakeholders to ensure mission-critical digital tools and services reach the field without delay.

Monitoring and Progress Controls
  • 100% of procurement cases for DID are coordinated and completed within established timelines by year-end.

  • All ToRs for procurement cases are drafted and finalized within two weeks of request.

  • PCM systems are updated within 48 hours of any case status change, with zero backlog by quarterly review dates.

  • Monthly coordination meetings with SD and internal stakeholders are held and documented.

  • Quarterly progress reports submitted to DID management.

  • Percentage of procurement cases processed within agreed timelines.

  • Number of ToRs drafted/reviewed and approved without major revisions.

  • Frequency and accuracy of PCM system updates.

  • Stakeholder satisfaction with procurement coordination (measured via feedback or surveys).

  • Number of issues resolved in collaboration with SD.

Education Requirements

  • Master’s degree preferably in business administration, public administration, commerce, engineering, or a related field is required.
  • A first-level university degree preferably in the above-mentioned fields, combined with two additional years of professional experience may be accepted in lieu of an advanced degree.

  • Professional certification in procurement or supply chain management (such as CIPS or equivalent) is desirable.

Experience Requirements

Required:

  • Minimum two years of professional experience in procurement, supply chain management, or commercial contracting, preferably in the UN system or public sector procurement.

  • Experience in complex services contracting, including end-to-end management of procurement processes for high-value or technically complex services, or market research and supplier analysis.

  • Demonstrated experience in project management, including the ability to manage multiple procurement activities and coordinate stakeholders.

Desired:

  • Experience working in an international or multilateral organization.

  • Experience in managing procurement across multiple organizational units, field operations, or humanitarian contexts.

  • Experience in managing supplier relationships throughout the contract lifecycle.
