Overview:
Free Our Vote, a nonprofit improving civic and economic outcomes for people with past convictions, seeks a Programs & Partnerships Manager to provide temporary program and partnership capacity during a period of staff leave and year-end program evaluation. This is a hands-on implementation role focused on keeping civic engagement and economic mobility work moving across partners, vendors, funders, and internal teams. Ideal candidates will have significant program experience with voting rights or civic engagement organizations and/or expungement, record clearance, or legal assistance programs. The strongest candidates will be organized, responsive, comfortable managing multiple stakeholder groups, curious and comfortable with learning and leveraging new AI technologies, and be able to turn strategic decisions into shipped work.
Logistics:
- Remote, with preference for East Coast working hours.
- Contract position. This is a part-time contract role of up to 30 hours per week.
- Compensation: $40–$50/hour, depending on experience and scope. No benefits package (healthcare, 401k, paid time off) is included at this time.

Job Purpose:
The Programs & Partnerships Manager will support the planning, implementation, and documentation of Free Our Vote’s programs and help maintain the partnership coalition that makes those programs feasible. This role is execution-heavy and requires strong follow-through, attention to detail, and comfort managing work across several active workstreams.
Free Our Vote currently operates programs under two pillars: civic engagement and economic mobility.
- Our civic engagement work is focused on proactive voter registration, education, and turnout outreach to eligible voters with past convictions in Alabama, Michigan, Pennsylvania, and Virginia.
- Our economic mobility program is centered around a multi-year randomized-controlled trial in Allegheny County, Pennsylvania to provide expungement and record sealing relief to tens of thousands of people. We also intend to expand our expungement efforts to California and Michigan.
Our partnership network includes national and state civic engagement organizations, local government agencies, academic institutions, grassroots organizations, and legal aid clinics.
Responsibilities:
Manage day-to-day planning and implementation for Free Our Vote’s programs. This includes coordinating with key partners and internal team members, building communications plans, drafting and editing outreach materials, and managing timelines, project budget, and vendor relationships.
Civic Engagement Programs:
- Support strategy, design, and execution for our voter registration, education, and turnout programs in Alabama, Michigan, Pennsylvania, and Virginia.
- Strategy: Coordinate between internal and external stakeholders (both partners and funders) to align on strategy for data collection, outreach, and research where applicable.
- Design & Communication: Draft, edit, and coordinate outreach materials, including postcards, letters, text banking scripts, FAQs, partner memos, and other program communications. Support social media posts and press releases as needed.
- Execution: Manage relationships with vendors, including printers and other outreach platforms, to ensure printed materials are mailed, delivered, and deployed ahead of important voting deadlines. Support text banking and partnership outreach efforts as needed.
- Tracking and Documentation: Track program timelines, state-specific requirements, partner deliverables, vendor status, and post-program reporting needs.
- Economic Mobility Programs:
- Support Free Our Vote’s expanding economic mobility portfolio, including expungement, record sealing, and benefits-adjacent eligibility work in Pennsylvania, Michigan, Illinois, California, Connecticut, and other emerging jurisdictions.
- Organize partner conversations, document program needs, and prepare materials for funders or implementation partners.
- Track Project timelines, partner deliverables, grant reporting needs, and implementation milestones for the expungement project.
- Help translate Free Our Vote’s backend eligibility analysis into practical implementation materials for partners, including outreach plans, partner memos, funder updates, program summaries, and documentation of eligibility criteria.
- Work closely with Free Our Vote’s co-founders and Chief Technology Officer to ensure program strategy reflects the realities of fragmented criminal court, corrections, and eligibility data.
- Project-specific oversight:
- Support implementation of the Arnold Ventures-funded Allegheny County, Pennsylvania expungement and record sealing project, including coordination with government partners, legal service providers, research partners, and internal technical staff.
- Coordinate with partners such as JustSafe and other advocacy, legal aid, and government partners to identify eligibility universes, understand gaps or blind spots in existing data / infrastructure, and support responsible program design.
Partnership Management:
- Maintain and strengthen relationships with Free Our Vote's partnership coalition through timely, detailed communications, follow-through on deliverables, and timeline management.
- Prepare agendas, take notes, track action items, and ensure follow-up after partner, funder, and internal planning meetings.
- Identify implementation blockers early and escalate them to the appropriate team member.
Qualifications:
Successful candidates have the following qualifications:
- Significant program experience with voting rights or civic engagement organizations and/or expungement, record clearance, or legal assistance programs.
- Organized and detail-oriented. Able to manage multiple deliverables and timelines concurrently.
- Strong written and verbal communication skills. Able to communicate clearly across internal teams, external partners, funders, vendors, and technical stakeholders.
- Comfort working with data-driven programs, including translating technical or eligibility information into operational plans and partner-facing materials.
- Experience drafting or editing outreach materials; familiarity with Canva, Adobe, or similar design tools preferred.
- Flexible and responsive. Able to adapt to changing priorities and move work forward without extensive oversight.
- Comfort using LLMs and AI tools for responsible drafting, summarizing, research support, workflow organization, and program documentation.
- Experience working in the criminal legal reform space, serving people with past convictions, and/or lived experience is a bonus.
