About the role

Breathe Mongolia is seeking an Advocacy Officer to strengthen our impact in changing and reforming policies and bringing about systemic change to address air pollution and the climate crisis at their roots. In this role, you will be working in advancing a public campaign and policy advocacy portfolio, shaping national conversations on air pollution, public health, climate change, environmental justice, and related topics.

The ideal candidate is a strategist, a bridge builder, and an implementer, comfortable translating public health, heavy legal and policy research and evidence into compelling public campaigns, policy briefs, media releases, and strategic partnerships. The Advocacy Officer reports directly to the Legal and Policy Counsel, while working closely with the Operations Director and Community Engagement and Outreach Manager.

This position is hired as an Advocacy Officer with a structured path for career progression. Based on strong performance and demonstrated leadership during the first 12 months, this role features a clear track for promotion to Advocacy Lead after one year.

Description of duties

Advocacy Strategy and Campaign Execution

• In collaboration with Legal and Policy Counsel and Community Engagement and Outreach Manager, design, implement, and evaluate a multi-year climate and clean air advocacy strategy that aligns with the organizational mission and serves the broader goal of ensuring a clean, healthy, and sustainable environment for all.
• In collaboration with Legal and Policy Counsel and Community Engagement and Outreach Manager, create guidance documents on the organizational approach to advocacy, including methodologies, tactics, team safeguarding, and evaluation mechanisms.
• In collaboration with Legal and Policy Counsel and Community Engagement and Outreach Manager, design and execute public outreach efforts to mobilize communities and increase participation of affected groups (such as ger district residents) in decision-making processes.

Information Translation and Position Framing

• Research and synthesize existing air pollution, public health, climate reports, and legal/policy research produced by the Legal and Policy Counsel, dissecting them into a digestible format to inform the public, influence decision-makers, engender behavioral change, and promote transparency.
• Produce compelling public policy summaries, campaign briefs, media reports, and presentations to inform decision-makers and effectively advocate for evidence-based solutions.
• Monitor legislative updates, stakeholder landscape, government announcements and programs, and public pollution events to draft rapid-response statements, op-eds, and media commentary in alignment with organizational positions.
• Monitor local and international news, and programs on air pollution, climate change, health, and human rights issues to assist in forming the non-profit’s public positions.

Coalition Building, Networking and Public Mobilization

• Act as the primary organizational delegate at state, civil society, and intersector roundtables and consultations, taking detailed notes and briefing the Legal and Policy Counsel on political dynamics and regulatory opportunities.
• Research, network, and build strategic relationships with environmental community members in Mongolia and globally, decision-makers, government stakeholders, international development agencies, and civil society.
• Represent the organization in public hearings, ministry roundtables, and policy working groups.

Operational and Administrative Rigor

• Maintain meticulous documentation of work, including meeting minutes, campaign logs, and official communication with partners and government stakeholders.
• Track, quantify, and document advocacy metrics (e.g., policy amendments influenced, public campaign engagement, government meetings attended) to feed into grant reporting and donor deliverables.

Qualifications and skills

• Education and professional experience:
• Master’s degree or higher in public policy, political science, public administration, public health, international relations, environmental science/policy/governance, law or a related field with demonstrated experience in advocacy, public relations, policy campaigns, public health education, community engagement, preferably in the environmental or human rights sectors in Mongolia; or
• Bachelor’s degree in public policy, political science, public administration, international relations, environmental health/policy/governance, law or a related field with minimum of 5 years of demonstrated experience in advocacy, public relations, policy campaigns, public health education, community engagement, preferably in the environmental or human rights sectors in Mongolia.
• Excellent communication, public speaking, and negotiation skills.
• Politically astute, collaborative, solution-oriented, with the professional weight required to represent the organization across from high-level state officials.
• Preferably knowledgeable on the Mongolian legislative process and ability to translate dense academic, scientific, technical, or legal texts into concise, compelling public summaries and messages.
• Strong proficiency in English and Mongolian (oral and written).
• Based in Ulaanbaatar, Mongolia, with flexibility for travel.
